After township police officers conducted a traffic stop and found the driver did not have a license, registration or insurance, they had the car impounded. The District Court of New Jersey held that the impoundment fell under the community caretaking exception to the Fourth Amendment’s warrant requirement and did not constitute a taking under the Fifth Amendment.
